I'd like to put together a music video programme for a television/cable channel.  What would I need to do to ensure that all of the singers get the appropriate royalties?

Don't know exactly but PRS (Performing Rights Society) would be a good place to start.  They are the ones who ensure songwriters/singers/etc get paid when tracks get radio airplay.
