Can I fit PAS to a 1996 ford Fiesta LX. Can me wimp if you will I call it being lazy.  Also does anyone have any idea how much it would cost.

You can have custom PAS fitted to anything but it would be extremely expensive.  At a guess I would say in the region of �500 - �1000 unless you know someone who can salvage the steering rack, pipes, PAS unit etc., and then fit them to your car.
