Why all the wire?

Could anybody inform me about the two or three strand wire fences in America. Let me explain, in a recent and extensive trip to Arizona, I notice that at either side of the road were a simple two or three strand wire fence. They went on forever, everywhere. They would not stop wildlife at all. They did not mark boundary lines, or mark Indian reservations. They are prolific, yet seem to serve no purpose, any info would be most appreciated.
