The cheapest place would probably be any 3rd world country where they are so desperately trapped in abject poverty and malnourishment; they would do anything to feed themselves and their family, whatever age they may be.

I believe you will find most sex tourists preying on the young, vulnerable and desperate, in those �cheaper� places.
