lost my function menu at top of screen....

Hi, I am on a vista lap top and I am sure a while ago when I went to the top of the screen a Fn key menu dropped down for a few seconds. It has gone now and I cant work out how to get it back. Can anyone help? Many thanks.
Whilst I am here, why does it not matter where i am on screen the mousepad keeps shrinking the page? This seems to be a new event!!

are you asking about how to get the function menu options back, i.e. file, edit, view, tools, etc.? F10, i think is what it is.
if so, just right-click in an open area by the top.
out of the option, select menu bar.
um, and i have no idea about the mousepad incident.
