Internet page gone funny

My internet page has gone daft, the address bar and a couple of bars that were underneath it have gone. They pop down when I go on a page (sometimes) then pop up and I can't see them. The only thing I can see is the task bar for norton. If I hover around the top of the page the menu and address bars sometimes come back but not always. Does anyone know how to get my page back to normal?
