Rising Damp

I have a damp patch in my living room near the back door, coming up from the skirting board about 4 inches by 12 inches, the paint is flaking off of the wall, no smell but looks damp and feels cold, is it rising damp, if so how do I get rid of it?

It could be rising damp which comes from below due to a defective dpc, It could be penetrating damp coming through the wall, or it could be condensation. Best bet is to contact a reputable damp treatrment company from your local yellow pages, and ask their advice.
