if i make my own Rum Punches and sell it to the public, would i need a license?

Yes

If you bottle it, you'll need to conform to labelling requirements, you'll need to pay excise, you'll need a license to sell

if i sell the rum punch on the spot in a pub what would i need?
If you are in a pub you already have a license to serve drinks. If you are selling for 'on' consumption then there's no difference (as far as I can see) from adding blackcurrant juice to rum, or lemonade to port, e.g. a mixed drink.

Assuming you are the licensee and not just a punter !!

Incidentally, if, as a licensee, you sell a 'mixed drink' containing three or more liquid ingredients, you are not bound by Weights and Measures (Intoxicating Liquor) legislation. In other words, the rum needn't be sold "in quantities of 25ml or multiples thereof". But then, you must be careful how you describe it !
