I think it's the producer of the programme, Nigel Farrell.

It is Nigel Farrell, Junkman. You may recognize his voice from the series, A Place in France when Nigel and his friend Nippi Singh bought an old farmhouse in the Ardeche in France.

Yes, what a godawful stupid series that was

The Scilly thing isn't bad though, I like it as we had a terrific holiday there a few years ago and like spotting the locations we recognise.
