I have just watched the council gardeners do just that. So now would be the time to do it.
Now is a good time, and you can prune it really hard, it will be ok, I've pruned mine quite severely and it was ok.

The coloured bark Dogwood should be cut to a few inches above ground level in March.

The flowering types require no pruning - remove unwanted wood in spring.

This is from The Tree & Shrub Expert by Dr.D.G.Hessayon. -  but I go along with Holmbrae and Latchibeach and do them now.
