It could be many things faulty control board, faulty central heating temperature sensor, or a faulty room thermostat (if you have one fitted).
If your room thermostat is of the simple two wire switch type, you could eliminate this by shorting the two wires (take care, they are likely to be at mains voltage).

It could even be loose wiring within the boiler. If you have a timer fitted, try having the timer switch on the central heating.
as said could be a multitude of problems but i would be looking at a sticking diverter valve or a faulty thermister on the central heating circuit first. whatever the fault its likely to be something thats common to the heating side rather than the water as well.
If you could tell us what the model is as well as the make ie. Vokera " excel 80e" or Vokera "Linea 28" etc. we may be able to be more helpful. My guess would be that you need a good service and to replace the diaphragm if it is a combi boiler or the motorised valve if it is a regular or system boiler.
