Usually a the vets, but some rescue centres do it too.

  as stated in the previous reply, the vets, RSPCA,..  and i do believe that vouchers can be got that will certainly cut the 'fee ' cost, so please ASK  around first,  your local cat rescue person ( society ) will most probaly  put you in the right direction... save you a few quid......
