can anyone tell me why new paint would start peeling of a new build house

Because a lot of new-build houses are simply not constructed to acceptable standards - mainly to save costs.

We moved from a 1937 house to a 1977 house, and the difference is noticable - moslty the walls, which were nice thick brick in our old house, and the internal walls seem to be plasterboard and studding in our new one.

I don;t think I would even consider a brand-new house - the shoddy finish on even the show houses we saw when we were searching was so bad - lord knows what the average house on the estate would be like if this is the 'best' they can show prospective buyers.

If it's your house, have a word with your construction company and get them round to finish the job properly.
what type of paint is it and what surface is it peeling off?
depends on how long youve waited before painting it, think theres a timescale
well, could be there was a problem with the paint itself. more likely its due to whatever is under the paint reacting with it i.e. if ts painted over a plastered or rendered surface the chemicals in the render could be attacking the paint. or it could be they used a water based paint on a very cold day.
Moisture is the usual cause. I reccomend waiting until the warmer summer weather arives. Then scraping loose everything you can, leave it as long as poss to let as much moisture out as poss. However if it rains on it when exposed you will be taking in more moisture. Mmmmm, tricky I know. All you are doing if you scrape it and paint straight away is covering the moisture up again. Then when the weather gets warmer the moisture will try and escape. Hey presto peeling paint!! I try and avoid painting the external of properties in my work as they are so fickle, and can never be gauranteed.
