When is the best time to start planting vegetable seeds? For example, carrots, beetroot, runner beans?

It depends on where you live and the weather at any particular time but march and april for most seeds

There are a few which need planting now, such as garlic and early broad beans.  Most others in spring, as Drewhound says, but some can be planted in batches through the summer, such as salad leaves, carrots and peas, to give continuous cropping.  Some spring things need planting indoors very early, to give them a start in our climate -- runners, pumpkins, courgettes etc.
