Do you mean the one, "If you love something, set it free: if it comes back, it is yours. If it doesn't, it never was" ??

Or:

If you love something, set it free. If it comes back, it was, and always will be yours. If it never returns, it was never yours to begin with. If it just sits in your living room, messes up your stuff, eats your food, uses your telephone, takes your money, and never behaves as if you actually set it free in the first place, you either married it or it's a teenager!

"If you love someone, set them free, if they don't come back hunt them down and drag them back in chains"

Did you mean this one??

Was this phrase used in the film Indecent Proposal ?

Ah yes here it is......

Diana : If you ever want something badly, let it go. If it comes back to you, then it's yours forever. If it doesn't, then it was never yours to begin with.
