Why have they suddenly started bleeping out words on UK TV Gold on programmes like The Vicar of Dibley & One Foot in the Grave. This is a fairly recent thing. Has a new law been passed?

Is it because on UKtv Gold the programmes that were meant for evening veiwing are now shown much earlier?

Possibly, yes, but I think they are also doing it on the late transmissions. Also, they are bleeping words that seem to be acceptable on say BBC. They even cut out a few seconds of footage completely on Vicar of Dibley cos a newspaper headline showed the word "s**t". It wasn't even spoken.
It's been the same on Paramount for years now.
They also do it for 'Scrubs' and 'Friends' on E4 during the day.
Whats strange is they bleep out swear words on programmes like the ones you mention but keep them in in Crown Court where the B words is used many times even in the morning transmissions.
