I've been spending a small fortune on Redken and Aveda products for the past few years until I used some Aussie products when staying at a friend's recently.  Their Moist shampoo and conditioner is fantastic for my dry, highlighted hair.  They're a little over your budget at 3 each but you only need use a small amount of the conditioner so it lasts ages.

I cant use any conditioner other than herbal essence! Cant wash my hair without it!

I have really curly hair that can get REALLY dry, herbal essences sorts it out a treat!

L'Oreal are not bad for a budget range, but I have thick, wavy, chemically treated hair and to be honest i would never really spend so little on hair products.

Hi, I wouldn't recommend a two in one shampoo, best to wash and condition seperately.  I'm with the lady who uses Aussie products, the spray on leave in conditioner is brillint and lsts for ages.
I swear by Aussie porducts - I have very long thick wavy hair and it keeps it really soft and glossy - and a little goes a long way!
loreal elvive is amazing! try adding a serum or heat protector when drying your hair
Sunsilk isnt bad for a cheapy shampoo!!
ask a local hair dressers to get you a bottle of an anti oxy conditioner from the wholesallers.. its a massive bottle and about 5 more expensive than you wanted but its much bigger than normal shops because its a salon used one and will last for ages.. if you have a sallys near you, you can buy it yourself from their but will be a bit more expensive because you dont have a hairdressing/beauty card (unless you know anyone that does)..
where do you get this aussie shampoo
