GTA: Vice City - man underwater?

I'm looking for that man who is said to be at the bottom of the water, near Starfish Island or Leaf Links Golf Club, and who is weighed down with a cement block, but I can't find him. If anyone knows the exact location, I'd like to know. I've got the creeps about finding this, but I'm intrigued now that I've heard about it! No wonder this is a certificate 18 game! Creepy stuff. Just seen a shark! :)

GTA games are awful, violent, and just plain yucky, and I'm getting rid of it, as well as the console.

I prefer books, music and anything to that.
