It will probably depend on the airline and/or package operator. I've had 20kgs and 16kg limits in the past. It should be clearly displayed on your booking confirmation.

general rule of thumb on scheduled flights if travelling economy class within europe is 20k and 30k in business class but always best to check with your travel agent or tour operator as you may be on a charter flight with slightly different regulations on a package holiday.
