Can anyone recommend a cheap TV card/lead so that I can transfer some of the stuff I've taped from TV onto my PC? (Then I can put it onto CF to watch on my GBA).

You'd need a Video Capture Card & software, check ebay. I don't know why anyone is still using CF, it should have gone out the window with floppy disks and and tape.

Probably because it is more reliable than the other formats.

Thanks for the eBay suggestion, which looks to be the best bet. The reason that it has to be CF is that the player only accepts CF cards!
