You could spend ages trundling around shops in your local shopping centre or whatever, but the best places to go these days are online. I suggest www.dabs.com, www.ebuyer.com, then finally www.kelkoo.co.uk. On any of these websites they show the different price ranges of cameras, and the ratings are pretty accurate as well. (you can get a top bargain from kelkoo, because it compares all the prices of whatever you want, in this case webcams, and puts them all together in one nice tidy list)
I've found Pricerunner very useful in the past. They've even got a bit of advice: http://www.pricerunner.co.uk/computing/peripherals/webcamera s/buying-advice
Best budget webcam I have ever used is the Trust 120, find info here and a link where to buy http://www.trust.com/home/
