I've heard Dogtanian turned out to be a girl. Is this true and how on earth did they explain that?

No this is not true. If you see this site (look at the Synopsis) about the second series of Dogtanian you will see that he got married to Juliette.

I think there may be some mix up with battle of the planets as the main baddie zoltar was unmasked as a girl in the last episodes...not bad lookin either! hubba hubba
