Does anyone know if its possible to copy onto a blank DVD selected chapters from another DVD only and not ALL of the disc?

If it is a proper shop purchased DVD then NTI will not copy it as the DVD will have some sort of protection built in. There are many programs such as CloneDVD, or DVD Santa that will allow you to copy protected DVD's. If you use a program like this to copy the DVD to a blank disc, I would imagine that you would then be able to copy a prticular chapter.
