Strange things on top of London bus Stops?

Does anyone know the purpose of those small circular objects with a load of nails surrounding them which appear on the top of bus stops in London?

As it only covers a tiny surface area of the roof of the bus stop it isn't going to prevent birds or people getting on top of the bus stop; any ideas anyone?
