I think the main question has to be, do you like this guy or not.
If you fancy the guy then; do you want to go out with him? forget who's ex he is for a min.
If the answer is yes then you should tell your friend one way.
I need to tell you something and i hope you won't be mad, but in a fit of drunk disorder I snogged ///// last night and you know what it was really great and I think I really like him. what do you think? Am i mad or what?

if the answer is no then what have you got to explain, it won't happen again, you hardly remember it, and if it ever came up you'd just say, what a pathetic man, taking advantage of me, didn't mention it cause cause it didn't really register and it only proves he's even more of a ba***** anyway. forget it he's a right one.
Whats the big deal then?

You kissed someone who is unattached i assume, you can't even recall that you kissed him because you was intoxicated, i don't think your friend with give a 4x what you get upto unless your not telling us the ''whole picture''

Ps, if you can't handle alchohol, i suggest staying sober might be the better option in future.
Tell them if you are worried about it, because otherwise it will be at the back of your mind and you will always be worrying. Better they hear it from you than through the grapevine.
What if no one ever said anything? And you both had feelings for each other? Think if you did...and he felt the same.

I would say do it. Never hold it in.
