I'm sure the people uploading from me are slowing down my own downloads! Am I right?

You may be. When your pc receives a packet of data from the pc you are downloading off it will send a message received signal to the other. The other pc will acknowledge this and send the next packet of data. If all of your upload bandwidth is taken up then these signals will be sent slower and then so will be the next packet of data.
It may slow your downloads down a bit as the uploads are using your bandwidth. However, if you choose to download and don't allow any uploads and everyone does the same thing, then nobody will be filesharing.
