I think that was Top Secret.

the was a spy quiz show called masterspy

Definitely Top Secret - Franklin also presented Masterspy, but it was in the 70s.

Just to add some more info: Laurie Johnson Orchestra plays Sucu Sucu on the TV compilation I've got, "The Avengers and Other Top Sixties TV Themes".
