Visa waiver for travel to USA

My friend was caught speeding last year and received a fine and 6 penalty points. The case was heard in court though he did not have to appear, just sent in a letter. Will he need a Visa to enter USA on holiday or will he be eligible for the visa waiver scheme?

Minor (non-arrestable) motoring offences don't disqualify a person from entering the USA under the Visa Waiver Program:
