It sounds very much as if it is a version of the Bible's 23rd Psalm which reads...
"Yea though I walk through the valley of the shadow of death, I will fear no evil: for thou art with me; thy rod and thy staff they comfort me."
Clearly, that just means that darkness need hold no fears with God's protection. (I presume the 'he' in your question refers to Him.)
