TEFL (Teaching English as a Foreign Language) is a general term. CELTA (Certificate in English Language Teaching to Adults) is a particular, widely-recognised TEFL qualification. Assuming you have the appropriate minimum qualifications, a full-time course leading to a TEFL certificate appears to require 6 to 8 weeks, but part-time courses are probably available. A website providing information on institutions providing TEFL courses is http://www.batqi.org/.
