Don't know what browser you are using but you can certainly do this in Firefox

it's generally the other way round

the popup blocker block popups .... you have the option to let some through.

In ie 7 go to Tools | popup blocker | popup blocker settings
or when you see the band appear at the top of the browser window .... click on it and allow popup (once or always)
