need some info please, neighbour has but up own boundary fence, we have attached some willow screen on our side, neighbour has told us to take it down, can he do this

Yes he can - its his fence. You could always put your own structure to attach willow screen to.
i tend to disagree with that but i have no doubt buildersmate is right!!

i was always led to believe that if it is in your garden it is your property?
If it your neighbour's fence, he can prevent you from attaching anything to it.
I would put up my own structure as Buildersmate suggests, just because he doesn't want me to.
Did he give any reason for asking you to take down the willow screen?
Yes he can - it's his fence and he's responsible for it. If the wind caught it because you put something else on the fence or the weight of it affected it in any way - I'm sure you wouldnt want him coming to you to pay for the repair bill? If its on your side then its on your side - but if it's on your side and on his fence he can insist you take it down
