I went for Frill too. As you say "steam" = rill, and I thought "(f)or the opening" = f, giving a "fancy gathering" = Frill.

Thank you. Had another thought - f number in camera aperture?
One crossword compiler has recently taken to using the initial letter of a word as an abbreviation for the word itself. Thus: f (for) + rill (stream).
Sorry. The right answer occurred to me as soon as I despatched the last answer. "For, the opening" is the letter f. (The opening of the word "for".
