why are there polythene fences on side of motorways?

What are those polythene fences for that have cropped up on the side of motorways for?
They are about 2 feet high and usually fence off a section of sloped grassed area.
Started appearing a couple of years ago.
See them everywhere now.

could be newt fences? they can also be found next to railways when there's engineering works going on.
