Rebooting and restarting your PC are the same thing. (Sometimes you'll see a recommendation that you should use a 'cold reboot'. That means that, instead of using the 'restart' option, you should choose 'shut down' and then wait at least 10 seconds before booting up (i.e. starting) your computer again.
