shutdown restart probs

Hi I'm becoming a regular on here lol, one of my laptops in the home is an acer aspire 7530, now with windows 7,
ever since i bought it, whenever i press restart like you you have to all the time when updating drivers or installing software etc, it never ever restarts it just shutsdown, so i press the power button straight away it starts to boot up but stops and goes off, it wonr reboot unless i leave it about 5-10 minutes,
anyone know how to solve this please? many thanks
