Can anyone recommed a scooter hire place in Toronto? Also, would Toronto be a good place to hire one? Any really good things to do within "scooter" reach?

Ewand, I really would not recommend that you rent a scooter to gad about Toronto. Especially as a tourist: don't forget you would be driving on the "wrong side' of the road and this would take getting used to. Also the drivers in Toronto are "crazy": they have no mercy, they are dangerous! I live about 30 miles away, and if I have to go downtown Toronto I take public transit and leave the car at home. Plus the major highways in and around TO are not scooter-friendly: I never see any scooters: the odd motor-cycle but no scooters. The city and surrounding area do have an excellent public transit system. Perhaps you might rent a car? Forget the scooter!
