is there a thick type emulsion which will cover over old emulsion patches on a wall or will i have to have it skimmed with plaster . I dont want to use lining paper.

try crown basecoat it will help to cover dark colours hairline cracks and minor imperfections leaving wall ready to paint colour of your choice.

Try textured paint from B&Q I used it in bathroom then painted with colour of own choice
