It means that you wouldn`t go anywhere near someone who you " wouldn`t touch with a ten foot pole". You would be at least ten feet away from them.

far from touching someone with your hands (or anything else for that matter) you dislike them so much that you wouldn't even touch them if you had a 10ft pole to do it with

In my part of the world it's a ten foot barge pole. Presumably if you touch something with a barge pole, you are also pushing yourself (or barge) away from them.............
