when did annual ,<4 weeks.> come into being. is it the law that all full time staff are allowed holidays?

I don't know when it came into force but all employes, part time or full time are entitled to paid leave. See here:

It came into force in October 1998. There is an increase planned for sometime this year to 24 days and then again to 28 in 2008.

The law stated that holidays have to be paid. Staff were always allowed holidays but some people were not entitiled to paid holidays
