Where I work there is insufficient car parking for all the company cars / private vehicles (including visitors).
The car park is 1 way in 1 way out. There is parking either side of the route in, up to a dead end. People have now taken it upon themselves to fill up the space from the dead-end backwards by double parking up the middle - thus blocking people in.
Is this a contravention of a health/safety directive?

No it isn't. There is no legislation that governs parking on private property in the manner you describe.
