If, when you touch the powdery substance, it rubs off on your fingers, it's most likely Powdery Mildew, unique concept, no? It's caused by the humidity being to high, One can finde a fungal suppresant at your plant supply store, but also try moving the plant to a less humid location. If, on the other hand, when you touch the substance, it remains attached to the leaves, it could be an indication of insect infestation... perhaps Mealy bugs. The white substance are the eggs and can be quite devastaing to the plant if they are allowed to hatch. Again, use a recommended spray for such bugs and keep a lcose whatch for re-infestation. Best of luck!
sounds like mealy bugs or wooly aphids to me - have a close look at a bit of the fluffy stuff and you may find that it is a little white insect with a furry coat!
