artex flaking when painted

when applying paint to ceiling artex it is flaking is this the original artex companies fault, please give me any reasons for this ocuring

Having worked with artex on and off for a good few years I would be tempted to say it could have been the fault of the people that put it up i.e. not preparing the surface correctly beforehand. The ceiling should be sealed before applying the artex .Some forms of sandtex and poly ripple tend to flake after some length of time when repainted
Try sealing the artex with water/PVA mix will tell you on the can how to mix, leave to dry 24hrs then re emulsion,
Try Artex Sealer - it does what it say's on the tin!
