A computer monitor lacks the circuitry required to receive tv signals, however, tv cards or usb tv receivers can be purchased for the PC so that tv programs can be watched on the PC.

Tvs can be used as computer monitors, as a lot of new PCs have the facility to connect the video card to a Telly as well as/instead of a monitor.
