19D PRAETOR - magistrate in Roman times, anagram of A REPORT
23A SHIVA - SHIV slang for a switchblade, "associated with" A
28A RIVULET - a burn is a Scots word for a small stream
20D UTRILLO - after Maurice Utrillo, French painter 1883-1955, anagram of RILL (brook), and OUT
22A IKAT - method of tie-dying fabric, anagram of BATIK without (missing out) the B (for Black)
I think 6D is going to be QUAG, as in QUAGmire, it's got GA (for Georgia) reversed (dropping) but I can't see where the old animal fits in - unless it's "old animal dropping" which could refer to a peat bog being a quagmire.

Good spot on quagga, BTW
And presumably 30A is MAROON, meaning to leave somebody, and also a colour, or shade
