This is a two parter question.

First of all my neighbour has two black bins, i looked on my local councils website and it looks like you are only entitled to 2 bins if there are 9 or more people living at your property, there are 4 in his. Why is he entitled to 2?
Secondly he manages to fill both these bins and puts them both out on bin day, one he puts outside his own property, the second he puts outside mine next to my bin despite the fact that he has got ample room to put the other one outside his. Has he got any rights to do this?
We both live in 3 bed semis ( just so you can get some idea of what our boundary lines might be like)

You will need to contact your council about this if you cant talk to your neighbour. Are they both council bins or has he bought another one? Are you sure that it is 9 people or more, that seems an awful lot of people? In our area, you are entitled to 2 bins if there are 4 adults living in one house. My teenage daughter who makes more rubbish than all of us put together does not count as an adult!
Perhaps you could help him and empty it for him!

All you need to do is contact the Waste Management section of your local council and ask them what each house is entitled to. I would imagine it would be only one black bin. The crew would have no idea which bin belongs to whom, they just want to get finished on time. If you want to go down the road of giving his name and address to the Council they will probably get a supervisor to check next time he is out and about (and there will be a supervisor driving round sorting out problems and missed bins etc.) Might be an idea to contemplate whether it is worth the hassle of a neighbourhood row as although the Council will not reveal who dobbed him in, he might well guess !!!!
