If you click here, that will link you to a web-page which explains how '86' means 'reject/get rid of'. The 'bush' is, presumably a reference to President Bush, so 86-ing him means ensuring he is not re-elected.

I'm not sure about the '43' part, though it may be in error for '23' which also means 'get rid of'. You find it in the other American phrase '23 skidoo', the 'skidoo' being a variant of 'skedaddle'. If so, it would just be a duplication of the idea.

Is the 43 to do with Bush being the 43rd Pres of America
I like that answer, Jamie! "Get rid of Bush, the 43rd President" is just the sort of rallying-cry I can imagine Americans creating. They're far more into numbers in that sense than we are. I had to go to an encyclopdia to find out Tony Blair was our 72nd Prime Minister!
Regards the term 8643 - I can add that the 43 simply refers to the fact that Bush is the 43rd President. Bush 41 means is the same as Bush 1, or Papa Bush, Bush 43 is "W" . . . so get rid of George W. Bush, or 8643.
