when tortoises have sex, where does the male's penis come out from?

If memory serves - I had a pet tortoise as a child - they have a 'tail' which I think contains both sets of sex organs for each gender.

I was at a free range zoo and saw two very large turtles doing something that looked quite uneventful.... neither looked as though they were having a good time..... :-)
