Who is liable for the MOT of vehicle the insured or the Registered Owner of the vehicle

In many repects its both
the owner should make sure the vehicle is maintained and MOT'd

The insured (i presume the driver)
should should make sure its fit for the road
ie tax ,mot, insurance and actual roadworthyness (tyres lights etc)
