Should I Do Something Else About My Brother Mistreating His Dog?

A couple days ago I went to my dads for dinner. My sister, and brother were there. My sister also brought a girl she takes care of sometimes when he mother is out of town. My brother brought his pomeranian shih tzu like he always does. I think the dog was on edge because he didn't know the girl that was there. So my sister walks by the dog, and he jumps up and bites my sister on the leg. My brother dragged the dog torwards him. The dog let out a yelp. Either out of fear, or pain, then my brother slapped the dog. My brother and I had a conversation about disciplining dogs about 4 years ago, and I told him that I disagree with hitting dogs. He disagreed, so we decided to agree to disagree. Anyways, I called the sheriff's department yesterday. They essentially siad that they don't consider it abuse, and that they won't do anything. I was thinking of calling the humane society tomorrow, and was gonna see if they could pay a visit to my brother. Does that sound reasonable?

Why do you think it's unreasonable?
He didn’t hit the dog though did he.
He dragged the dog towards him causing it to yelp, out of surprise or shock perhaps.
But go ahead call the humane society.

But you didn't see him hit the dog. Are you sure he did?

Yes you need to get an animal charity involved. I know it's a small dog but if it's biting people it is dangerously out of control & your brother obviously doesn't know how to control that behaviour so he would be liable if it really hurt someone. The dog would be better off with a new owner IMV.

I wd be more worried about the dog biting people
I suggested training classes on your other thread...did you consider that?
And this bite...how bad was it actually? Is this the first time? What were your sisters thoughts on being bitten?

I didn't actually see my brother hit the dog, but I'm 99% sure he did.

Okay, I called Mt brother, and he said he grabbed the dog by the scruff, and then slapped the dog on the bum. Then he told me that he doesn't care what my opinion is about it.
